For Fort Stanton Cave, the daily recreational carrying capacity is 10
people this side of Hell Hole and 6 on the other side for a daily total of
16. It is a fairly easy process to get a permit:

The BLM itself has a brochure on Fort Stanton Cave (which includes a
rudimentary map) that is sometimes in the information boxes at the camp
site by the entrance. I think pretty much anyone can get a recreational
permit for the cave, but of course there are limits on the number of people
on any given trip and day.
