      The BLM itself has a brochure on Fort Stanton Cave (which includes a rudimentary map) that is sometimes in the information boxes at the camp site by the entrance.  I think pretty much anyone can get a recreational permit for the cave, but of course there are limits on the number of people on any given trip and day.
