Sign displayed along road where recreation passes are required.

For those who visit the National Forests in Southern California, this is old
news. At most potential pull-offs along drive up to Big Bear Lake from any
of the three low-land directions have had similar signs for AT LEAST the
last six years. I can walk into the Forest from, say, my family cabin or a
county parking lot across the street from the forest and not be obliged to
pay anything. But, if I park a car within the forest in order to walk or to
unload folks, I'd better have a permit on the dashboard.

As for Fleming's comment about his perceived difference between agencies,
the pertinent website
(http://www.fs.fed.us/r5/sanbernardino/ap/welcome.shtml) for the So Cal
program (partially?) justifies the program by saying "These precious lands
are a unique resource, ours to enjoy and take care of so that they will
always be there...for us, for our children, and for their children."

If you are interested in learning more about the USFS's official perspective
on this program, the website given above you the scoop.
